Anyone hear a cock crow??

(Luke 22:34,60-62) – “And He said, “I say to you, Peter, the cock will not crow today until you have denied three times that you know Me . . . .60But Peter said, “Man, I do not know what you are talking about.” And immediately, while he was still speaking, a cock crowed. 61And the Lord turned and looked at Peter. And Peter remembered the word of the Lord, how He had told him, “Before a cock crows today, you will deny Me three times.” 62And he went out and wept bitterly.”

Or anyone hear London Borough of Waltham Forest weeping bitterly??  thought not!

Rooms of our Own was recently interviewed by Zoie O’Brien from Waltham Forest Guardian. Up until now we have discussed the situation with our friends and supporters, but we thought it was about time to make public the way we have been treated. After just waiting in limbo since June 2014, we felt we had nothing much to lose.

You can read Zoie’s report here ww.guardian-series.co.uk/news/wfnews/12894120.Council_denies_land_offer_for_women_s_centre_plan

Zoie contacted LBWF who told her:-

“The council has spoken to Rooms of our Own and various other organisations about possible uses for the St James Street car park site but at no point have any offers or agreements ever been made,” he added.

This is contradicted by the paper trail of emails and notes of meetings that we have from LBWF which include the following:-

3rd May 2013

I believe you have spoken to Paul Humphreys in Property in the past and I am aware that he has a number of development ideas in the Walthamstow area that could provide a location for this project.  I would suggest an early meeting to look at the potential and I will ask Paul to contact you to arrange this as soon as possible.

Best wishes,

Chris

However, I can’t see any problems with the proposal to procure a development of the site and require the delivery of ground floor space either to shell and core or a higher spec finish.

I would like to confirm the continued interest of the Council in assisting you and your team with working up an option which is centred on the construction of a new building on the St James Street car park or other appropriate location within the borough.

Notes of meeting 29th January 2014

Paul said it was up to us to put forward a proposal for a 250yr lease if that is what we wanted. He also said there was no reason we could not have the freehold, provided that there was a secure legal agreement to deliver the community aspects of the project to meet LBWF strategic objectives.   Paul Venn Asset Manager

Notes of meeting 2nd May 2014

Paul confirmed that he would now draft Heads of Terms which should be with us by 9th He confirmed that LBWF and Rooms of our Own would work together to come up with an arrangement that works for both parties Paul Venn Asset Manager

This sounds positive. As soon as you have something pretty firm by way of a proposal – outline designs, costs, financial backing/business case lets meet and go through it. If that seems to stack up then I will seek internal senior management / management board views and if that goes well then you will need to have a formal pre-app with Planners.  Paul Venn Asset Manager

We have spoken with lawyers who have told us that LBWF have created a “reasonable expectation” that Rooms of our Own would be given the site at slightly less than market value as per the provisions of the Localism Act. We could take them to court ….. but we dont want a fight and we would not be able to afford legal fees.

So we are hoping that LBWF will revert to their original agreement with us, which although it wasnt a signed, sealed and delivered contract certainly was interpreted as moving in that direction. The Greater London Authority certainly thought so, and awarded us a £165,000 to pay for site surveys, architects fees, legal fees, planning application charges etc for that specific site.

Anyone else feel that LBWF is in denial here??  cock-a-doodle-doo???
